They didn't cancel the insurance for excessive payouts. They cancelled the insurance because the police chief doesn't have enough sense not to hire someone who's been fired from two different police forces already!
I would totally cancel someone because they lack common sense. I can only assume that insurance companies are not a whole lot stupider than me.
